| I can't help you with the mechanism (though it sounds like you're on the right track - look out for locking screws, though).
As to the direction:
To make a limb heavier, you want to put more initial bend into it, so you adjust the angle so that the base of the limb moves closer to the riser (towards the archer, if they were holding the bow to shoot). People describe this as "inwards" as in "wind your limbs in".
But it only feels like "in" when you're doing it if you have the limb side facing you and not the belly, where you can actually see the adjusting bolt...
