Sounds like local authority excuses to me. Bows aren't used as a weapon but take the flip side and a cricket bat could certainly be classed as one and I'd guess is more commonly used as one, certainly if we say baseball bat instead.
I assume that ruling also stops funding for athletics as they use a spear don't they! Or anything involving hands and feet as any martial art will use one or other of those as a weapon so just as the tools of our sport "could" be used as weapon so could the hands and feet used in, lets say tennis or swimming. Hang on haven't I just shown the rules they quote to you don't let them fund ANY sport!
