binary cam question

It appears to me that with the binary cam system that they are set with a 75% let off .So to get a 65% let off it is nescessary to move the post on the top cam to the required position . However it seems to me that you are not on the cam flats at this point. Question 1. does that reduce the bows performance ? Question 2. does it make the bow spongy with only one point stopping the draw. Question 3. is there a way of getting a 65% let off and keeping the flats and the post on all together.I have not got binary cams but I am nosey.
