I cut all my arrows using a custom built jig and a Dremel with high speed abrasive wheel.
I would advise against using any kind of pipe cutter! All pipe cutters will start to swage the tube inward before breaking through.. This means that you may experience difficulty when trying to fit piles or inserts.
Also, if you examine the cut closely you will see that the cut face is not absolutely square.
