Fita Championships and World Cup

I am still new to archery and I have a question which I am sure it is written some where but I can not find it.

I was looking at the Fita website properly for the first time and for the entries into the Championships and World Cup they only allow 3 people to represent their country with their specialist bow type.

Obviously these people are the best but who makes the decision to enter these people in and what did they have to do to get there??

Please answer in simple terms!!!!
