Don't know where you can get shafts ready-made, but the actual species of bamboo they are made from in Japan is fairly common in UK and I think in parts of Europe- full name Pseudosasa japonica common name in UK "arrow bamboo" funnily enough also known as "Yadake" or "Medake" (don't confuse latter with "Madake" tho which is Phyllostachys bambusoides and used for bows...)! This bamboo is a good one for hedging, so you may be able to find a good stand, although best time for cropping is winter, go for 2 to 3 year old culms so wood is mature.
