I would suggest a percentage of points dropped is a good measure of improvement if you are talking about indoor rounds (it wouldn't work so well outdoors).
For instance say I shoot a 590 and then a 591, I would have improved 10%. Also if I shot 450 and improved to 465. You couldn't use this for comparing compounds and recurves though as the improving to the 10 is harder for compounds but improving to the 9 much easier.
I'm sure you could base something around this sort of system.

This would bias archers shooting at a lower level more than my way, as does using a handicap system.
