As for the new FITA Field rules, they're crap. How is the sport or the round improved by shortening the time limit. On the unmarked course 4 minutes isn't unreasonable and by the old rules it is only applied, "When an athlete or a group of athletes are causing undue delay..."
As for the 6 instead of just an X, again it's crap. The whole point is to break ties. there are two possible methods to break ties already. Why is it now an improvement to add points?

Shortening the time limit on the matchplay side of things was needed, 3 minutes for marked finals targets for the individuals and teams was a joke. In this respect, it will improve things. I cannot see it making much of a difference in the qualification/normal field shoot side of things - because unless groups are being unreasonably slow, they're not going to be timed.
6 for an X - is interesting, I don't so much like it. However, it will be better for the finals again. I can't see it making much of a difference apart from making scores more spread out, which will make things more interesting at the top; especially for compounds. You have got the wrong side of the stick if you think the change is to break ties - it is to prevent ties, and thus make the competition easier to understand.
I don't think they are "crap" improvements. I think it will make the finals more interesting, the televisual side of it more exciting... and provide new goals and new records to attain on national levels. On unmarked, 3 mins will be a chore sometimes, but then I don't take 10 mins - so I can't see it being a problem.
For me - the worst be will be adding up to 18 rather than 15... but in 6 months time, it won't make a difference, it will be the norm.
