It is thankfully rare - I have seen something similar just once involving a would be Archer. Some people just are not connected to the real world. I'm not talking about the usual mistakes we all made at one time or another, but someone occupying another parallel dimension which exists just close enough to be able to see them! Some of these people are clearly in Government and certainly working hard at a high level in the legal system.
