If they paid on the day, if it's a local club then I'd visit them and ask to see the secretary and discuss the matter face to face. I assume that it's a club entry from you talking about banning the club. I also assume that the individuals concerned paid the money to the person sending in the entry.
If it's an individual then I would ban them until they paid, and then only accept pre-paid entries that the cheque clears before the closing date, and not put their name down until the cheque clears.
