Basically it's a level 1 coaching award, which is the first recognised step on the coaching ladder and allows you, on successful completion, to run beginners' sessions under the 'supervision' (i.e. in the same county) of more senior coaches. You learn correct methods of setting up and running initial sessions, different coaching techniques and a range of practical tasks to make novice archers feel safe 7 shoot safely. It's half a dozen day sessions over six months IIRC with live assessments by, er, live assessors.

Anyone who is a current member of an archery club can take part.
