I think it's just a made up thing to say you've passed your beginners course. I think the "entitled" basically means "completed beginner's course".

My club has Stag Awards, which are made up but basically shows a newbie can reach the minimum distance for a junior round. They are then "entitled" to shoot on target day, which basically means they won't slow people up and will actually be able to shoot a round. It's quite a good motivator as the newbies want to outshoot each other.
