I've been using a liquid tire wet dressing, though I can't recall the name - Tire devil or black magic or something. (Don't ask me to defend those who think this is necessary for their tires, or the inevitable idiot who puts it on the tread of the tire and crashes his lovely show car.)
It has health warnings about petroleum distallates, but does the job well using silicones.
We generally use foam targets, so the wear issues may be different. I used it to refill a commmercial slick stick tube when the shop said it worked fine.
