I use a scalpal. I wouldn't be brave enough to insert between strings though (mind you I use compound so its a bit different when the string is in tension).

With the string in tension I place the flat of the blade against the string and carefully saw at the end of the serving (making sure the blade is always parallel with the string) then keep working at it with my thumb until it breaks.
