As I was the one who started all these foam targets off, the foam (not rubber) you want is either Evazote or Plastizote and is available from:

We use cardboard for backing, but unfortunately we've suffered a lot from vandalism so we can't leave the bosses out overnight, let alone the faces. The only exception to this is when we host a shoot, when the bosses and faces are put out the day before. We then cover the bosses with a layer of black plastic sheeting, which helps with weather proofing and makes the bosses less conspicuous to the local fire-raisers.
