Interesting way of putting it, but I would go for "the goal (in competition) is to get the higher score". The most straightforward way is to shoot more 10s. But, given the question only really applies in the case of a tie, it could be rephrased as "Is the better archer the one with more "poor" shots?" Even the rule book doesn't help (
GNAS at least), where it simply refers to being decided on golds (I think - haven't got it to hand), not on MORE golds.
