Tie breaks

(Prompted by the discussion in the AIUK League section)
I have a logic problem with settling ties on golds. Say we have two archers each shooting three arrows. A shoots 9,7,5; B shoots 7,7,7. Everyone assumes that, in a tie-break, the one with more golds should be the winner. But why? B is clearly shooting tighter groups, and is therefore the more accurate archer. When ties are broken on hits, the archer with more hits wins, because his grouping is more accurate. So why not with Golds? Can anyone find me the rule (GNAS or FITA) that actually says it is the HIGHER number of golds that wins?
