| Washer is almost new, and doesn't appear worn or damaged. Movement isn't exactly loose (yet!), it's only apparent when trying to tighten the rod to prevent the movement that I assumed was the rod itself, but now looks as though it may have been the bush all along.
I'll give the loctite 641 approach a try, assuming I can find some.
