Spinwings - whats does this mean??

Any ideas what this means?

Pack of 50 with tape, Instructions included, extra small for faster arrows. Beware that these do not let the arrow start to spiral as they get near to 90 meters(or 70 m) , particularly in a tail wind. If they do then go up to 1 3/4 size.

Perhaps I am reading it strangely or not reading it properly in any case but I cant work out what that is supposed to mean?

Dont start to spiral as they get near 90m.
Does that mean they stop spinning at longer distances or that they dont spin full stop?

Or something else entirely??

-- ONE OTHER QUESTION ON THEM --
What does bend them back as you fix them it makes a far better fixing and is lower profile.
