Isn't there talk of a Mk1 Eclipse, the early ones? These have "star bolts" as the adjusters on the side of the riser, and I believe you can get the wrenches to adjust these from most decent Halfords stores.

I believe the later Eclipses (Mk2 ?) dont have those bolts, but just have regular hex bolts which can be adjusted with allen keys.

I just used the allen key that came with the riser.....

To repeat what others have said, yes it can be adjusted.
Mrs Levelt has a Hoyt Eclipse and Lez at Aardvark aligned the limbs when we first bought the riser using allen keys.
While he was making the adjustments he did say that Hoyt claim it can't be done but clearly it can and was.
