Operations Report to the board
14th March 2008
By David Sherratt

The report based on the Operations meeting of the 5th January 2008 which was prepared by the Director - Operations for the January meeting of the Board was intended to be published in the Spring edition of Archery UK. The report was transmitted to the Editor of Archery UK on 17th January with a request that it be published. Unfortunately, it has since come to the attention of the Board that the editor did not receive that copy. The Board regrets the omission of the Director - Operations’ report from the Spring edition of the magazine

Still doesn't make any sense to me as Ann clearly says in Archery UK that by order of the GNAS board she was told not to print them ( not that she did not get them)

The "Minutes" of Operations Committee meetings have been published in Archery UK for some years, without any question. Publication of these minutes was stopped, at the last minute, "by order of the board".
A "report - based on the Operations meeting" was what was not received.
There is still no explanation given why it was felt necessary to change from a fully detailed set of minutes to a report "based on" the meeting. Or why a decision to make this change was not conveyed to the Operations Committee before the instruction was passed to the Editor of Archery UK. Or what was so urgent about the need to implement that decision that it could not wait until it had been discussed at the next Operations Committee meeting.
This may seem trivial and nit-picking - if you think so, say so - but to some it raises fundamental questions about responsibility and governance within GNAS.

According to the "MEMORANDUM and ARTICLES OF ASSOCIATION and THE LAWS of the GRAND NATIONAL ARCHERY SOCIETY"

Item 51 MINUTES

"The Board shall cause minutes to be duly kept of: .... all resolutions and proceedings of .... Meetings of the Board and Committees of the Board"

"Any such minutes of any meetings of the Board, or of any Committee aforesaid, or of the Society, if purporting to be signed by the Chairman of such Meeting or by the Chairman of the next succeeding Meeting, shall be receivable as prima facie evidence of the matters stated in such minutes."

It does not say that edited highlights shall be made available for the members to read, which would seem to be "inconsistent with the aforesaid provisions" POWERS OF THE BOARD Item 50.
