Not an easy one to answer, but initially best done at the start of your beginners course.
You'll start on a light weight bow (maybe 18lb unless you're a junior) and progress from there- some people quickly, some more slowly. The weight of the bow isn't important at the start except that it needs to be light enough to enable you to draw to the correct body position, or 'form' without causing discomfort, inappropriate effort or injury to muscles that haven't been used in that way before, and get you used to that form before you possibly progress to something heavier. Heavier isn't necessarily better, it's just a process of moving to what is right for you, which sometimes requires patience as people think if their mate/shooting neighbour is put onto a heavier bow it means he/she is progressing faster. Not necessarily so.
Arrows will depend on your draw length. This can also change as you get used to shooting. Roughly the distance from your jawline to the 'v' of your outstretched bow hand plus a couple of inches, also (more pragmatically) dependent on the range of arrows available for you to use at your club! They may be matched to the bow but at this stage that isn't really important. You're at a starting point where things do change quite a lot, and your direction will be different to everyone elses, within the realms of good technique. So don't worry at this stage, as what you start with won't be what you end up with!
