Question Shooting 4 arrows at an indoor comp! The Rules!

Having come away from a competition recently I was aware that an archer next to me was shooting 3 fletched arrows and 1 bare shaft! As this was FITA competition I questioned the validity of this and was told it was quite alright. I wasn't in any position to comment not having seen a rule to the contrary but has anyone got any comments/facts relating to this "episode".
The archer in question will remain nameless but has a whole lifetime of experience where as Im inexperienced but would like some enlightenment as this didn't seem completely right in competition.

I've done it in sighters once- I had a slight tuning issue I wanted to resolve and hadn't had a chance to do it before the competition :$

As far as I am aware, sighters are not sighters at a FITA but practise, and you are able to shoot as many arrows as you wish in the time available. Also, you can shoot 4 arrows each end if you wish, but only the lowest scoring three will count! And that would be pretty stupid!

That was the way I saw it but not the way it was scored I believe. The bare shaft was excluded on each scored end! I may add this was on the face next door.

Was the judge aware of this? And was it a record status shoot?

The bareshaft should have counted as a miss on the next end.

I cottoned on just as we were going past the mid point and he shot it to the end! Hmmm I will be wiser in the future I think maybe!
