Around here in Southern Illinois we are using a cuttoff saw from Harbor Freight ,here is their "E"

Back on topic....
I use a little Minicraft drill for arrow cutting. It has a diamond wheel cutter disc and the drill mounts in a stand, which I turned on its side, and built a jig to get the perfect square edge.

Mind you, I don't use this on my new decent arrows, I gat those cut down at WAS, but the minicraft drill is just the job for pen-making and also for cutting the little 1/2 inch extensions if you change your DL and want to make your old hacking around arrows a wee bit longer to match.....
