In the UK, Peter Suk is in charge of choosing the team for every World Cup event. Those archers who go are not necessarily always the best in the country, but they are usually near the top of the pile.
The World Outdoor Championships team is selected based on a pair of selection shoots before the event. The top two places automatically get a place on the team. The remaining place is selected by Peter. This is (supposedly) to allow for illness or archers not attending for whatever reason. The perfect example is that Alan Wills made the gents recurve team for the world champs this year, but had to retire due to injury half way through the final day. So his placing was near the bottom, but he was selected because his ability was deemed good enough to make the team.
To attend the selection shoot for the World Championships, indoors you have to shoot a pair of FITA 18 scores that add up to 1150 or a pair of FITA 25 scores that add up to 1155. Outdoors, you need to shoot a pair of FITA scores that add up to 2580 or a FITA and two FITA 720 scores that add up to 2580.
