"obliged to send one"? That's a bit unrealistic, isn't it? The CCO is a volunteer, working with other volunteer coaches, and is not in a position to 'send' anybody anywhere. If your club does not have coaches the most the CCO can do is 'try' to put you in touch with a coach who 'may' be willing to come down and give you a hand.
