Lightbulb Riser and limb combinations

I need to buy a new bow and I have been browsing the web looking at the various combinations of risers and limbs.
My draw is 31 inch, current bow is 40# @ 28" and 66" length. I want to step down to 36# as age and a shoulder problem are taking their toll.
I have seen 25" and 23" risers, 23" risers are described as for shorter draw lengths.
My question is what if I go for a 23" riser but longer limbs to give me the desired bow length.
How would this affect the cast / performance?

I guess it would potentially be slower than using a 25" riser

Yes it would.

Also I am surprised you shoot a 66" with a 31" draw.
I thought that draw length should put you with a recommended bow length of 70"!

Yes, it'll be slower, but by how much... depends on a lot of things, too many to really know. If you go from slow limbs to fast limbs when you change, for example, you might even get more speed!

Jaarus - shooting barebow, you don't generally use a Mediterranean/split-finger loose, so string pinch is much less of an issue.

Forgot to mention I shoot BB and I generally go field shooting so a shorter limb suits me
