It's because Canada is half-British and half-French, so they wanted an Imperial-style round but had to compromise with metric measures to appease les Quebecoise.

Yup, that was my guess. Apparently according to "the ArcheryGuy" who is one of the Victoria Bowmen on Vancouver Island, the Canucks now almost never shoot a Canadian - unless it's a Quebequois? - in competition.
